The frequency and severity of natural disasters in Australia has increased significantly over the past decade. Cyclone Alfred in March 2025, the 2022 southeast Queensland and New South Wales floods, and the 2019–2020 Black Summer bushfires each exposed the limits of public agency surge capacity at scale.
Government and emergency management agencies are being asked to do more, faster, with resources that were not sized for the current risk environment.
